I think certain rivers and areas are well known for snaggers, but I rarely see snaggers outside of those areas. Hatchery teminal zones can be snagfests, while the balance of the river is full of lawful fisherman.
Depends where you fish I guess.
Used to fish the Skok for Coho a lot. The Purdy Creek takeout had the long leader crowd of course, but the rest of the float, at least when the water was high enough to float it, kept things much better.
Small, shallow rivers are easy to snag in, larger streams, not so easy.
Outside of the local waterway, (that I don't fish), have not seen many snaggers. But then again, I tend to fish by walking a ways to do so, past 200'' from a road you don't see many.
