I didn't read every comment to see if it was posted but look at Acura and Lexus. Everyone goes straight to toyota and honda and the premium versions get overlooked. They are often well maintained and sell for less than their cheaper counterpart because no one is looking for them.

Try again in a barrel but give it a little throttle. I've owned/repaired/sold many outboards and some just won't start to pee until a little throttle is given to "prime" the system.
The decking is called Hydroturf. Its an Eva foam material with 3M backing. I installed it, still have to do the bottom area.
